Ask members to review an issue (add) or take reviewers off (remove): usernames or 'me'. Needs edit access (a viewer can be asked and can answer; anybody may remove themselves); at most 10. A reviewer who is asked is notified (review_requested) and follows the issue; one who had answered is reset; repeating a call changes nothing.
